Buying Solutions clerical & administrative framework

The Clerical and Administrative Framework Agreement managed by Buying Solutions (formerly run by the Home Office and OGC) was established in June 2007 and was competitively tendered to maximise the market leverage of the combined spending power of a large number of public sector bodies and offers extremely attractive rates for a wider range of temporary clerical and administrative staff grades. The Framework Agreement is open to all public sector organizations and offers customers value for money not only in accessing competitive rates but also in saving time and money in fulfilling government organisation's procurement requirements.

In order to compete for a contract of this value NRG procured a consortium, TOTALNRG, led by NRG and made up of regional SME's across the country.

Typical roles covered under the framework:

  • Clerical/Administrative Assistant
  • Clerical/Administrative Officer
  • Executive Officer (Junior Office Manager)
  • Higher Executive Officer (Middle Office Manager)
  • Senior Executive Officer (Senior Office Manager)
  • Secretary
  • Executive Secretary/Personal Assistant
  • Support Worker (e.g. Receptionist/Messenger/Telephonist)
  • Data Processor
  • Call Centre Operator

The Framework offers two lots:

  • Lot 1 Service Providers - with fixed pay rates and service provider commissions available from seven service providers
  • Lot 2 Master Vendor with fixed staff pay rates but with the facility to run a further competition to establish negotiated service provider commission rates from five service providers

TOTALNRG are on both lots of this framework agreement, being only one of 7 suppliers on the Lot 1 – Service Providers and only one of 5 suppliers on Lot 2 - Master Vendor.
